Tiered Skirt
Top 7 inches wide, 28 inches long
Middle 7 inches wide, 45 inches long
Bottom 7 inches wide, 60 inches long.
I made the flower with extra fabric and large button for the center.
The length of the elastic is 1 to 2 inches smaller than my little girls waist.
